Sub 15 temps= yes
Outside in the Winter I assume you mean. It depends on alot of factors. It can be warm in Stl in Winter time. If it's below 15 it's under an hr. Like getting in and out of car for work, store etc and that's it.

My job has made me despise winter. Cold sucks and so does snow. If I didn't work I'm all for cold and snow.

My job does the same. getting up at 5, going to work at 6, and then loading a fricking truck in an unheated warehouse just isn't much fun. Especially when i must take my gloves off to do the paperwork. last year several times my hands would ache for a good 15 minutes as they thawed out in the morning.
Last year several times it was so cold the adhesive on labels we use would not adhere. That's cold
